TX Consumer Credit Commissioner Transitions RMLO Entities to NMLS
Entities that are currently licensed or planning to apply for a license with the Texas Office of Consumer Credit Commissioner (OCCC) to originate residential mortgage loans will now be required to use the Nationwide Multistate Licensing System (NMLS) due to a rule change, which became effective March 13, 2025. Individual Residential Mortgage Loan Originators have been using the NMLS since 2010. However, RMLO entities licensed by the OCCC have been using ALECS, a Texas-specific licensing system.
NMLS is the online system used to license individual RMLOs nationwide. It is widely used by state financial regulators to manage company licensing as well. Last year, the OCCC used its authority to transition RMLO entities to NMLS because they determined that it would improve user experience and promote efficiency.
The rule change removes language from Texas regulations which previously provided that RMLO entities were not required to use the NMLS. With this change, RMLO entities licensed by OCCC must begin using NMLS. Companies will need to set up an NMLS account (if they do not already have one) and gather any documents needed for an MU1 company filing.
